Visa & entry
Visa required for short visits. To settle you'll need a residence route:
- Permanent Residence by investment — Buy new property (from ~€300k) to secure permanent residence.
Digital-nomad visa: available, from $4,050/mo income. Digital-nomad visa needs ~€3,500/mo; strong non-dom perks.
See all visa routes →Documents & apostille
Single apostille each end. Both countries are in the Hague Apostille Convention — one apostille from Russia makes your documents valid in Cyprus.
Where in Russia: apostille issued by several bodies depending on document type — Ministry of Justice (via territorial offices) for notarial/court docs, Rosobrnadzor for education documents, regional ZAGS (civil-registry) offices for civil-status docs, and regional State Archives
↳ Cyprus: Documents must usually be certified by the Press & Information Office (PIO) for translations before apostille

Citizenship & residency
Highly-skilled fast track: 4yr with Greek B1 or 5yr with A2; standard route 7yr (2500 days), some categories 8yr.
Your path to a passport →Arrival checklist
- Register your address: None (the registration certificate itself records your status; no separate address filing)
- Get a tax number: TIN (Tax Identification Number, via the Tax Department)
- Residence permit: Yellow Slip / MEU1 registration certificate (EU); Residence Permit + Alien Registration Certificate/ARC, "Pink Slip" (non-EU)
- Healthcare: GHS/GeSY — register at an enrolment centre with Yellow Slip + Social Insurance (SIS) number
Get the Yellow Slip/ARC first — it carries the ARC number and is required to obtain the TIN, open a bank account, get the SIS number and enroll in GeSY.
Your move, step by step →Driving
All EU/EEA + Switzerland exchange administratively; bilateral "List 17" incl. CH, NO, IS, LI, US, CA, JP, KR, AU, NZ, ZA, RU, UA, GE, RS, ME, QA, AE, CN, MA, ZW exchange without test; all others retake full exams
EU/EEA holders need not exchange at all; non-reciprocal residents must pass full theory+practical. Gotcha: if a non-reciprocal licence expires while resident you can't renew abroad — you're left unable to drive until you pass Cyprus exams. Reciprocal country list changes; verify with RTD. Fee EUR40 (free 65+); form TOM 7D.
Exchange your licence →Pets
- Microchip: Required; ISO 11784/11785 before rabies vaccine (AVID also accepted)
- Rabies: Required; pet 12+ weeks, vaccine after microchip, valid before entry
- Quarantine: None if compliant
